Mixing Ratio:
For a 1L witch hazel floral water (toner), a typical blend is as follows:
100–200 ml of witch hazel extract depending on how astringent you want the mix to be.
Mix with distilled water to make 1 litre.
For a gentle facial toner, mix a lower ratio (~100 ml); for a more astringent product, mix a stronger ratio ~200 ml.
